Open Access Policy
“Dagestan State Pedagogical University. Journal. Psychological and Pedagogical Sciences” is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
The order of review of manuscripts submitted to the editorial board of the "Proceedings of DSPU" journal
1. Primary examination is conducted by the editors of the editorial and publishing department of the "Proceedings of DSPU" journal. During the primary examination only supporting documents are considered, the relevance of the scientific article to the journal profile, rules and requirements is evaluated, set by the editorial board of the journal, which are available on the journal's website.
2. In the case of the manuscript relevance to the journal profile, established rules and requirements, it is accepted by the editorial board and is sent for the reviewing. Otherwise the article is rejected without further reviewing.
3. All articles submitted to the journal editorial board are subjected to the reviewing.
4. The reviewer is chosen among the members of the editorial council or the leading experts in the profile of the given article.
5. The deadline for writing the review is established by the agreement with the reviewer in accordance with the reviewing contract, but should not exceed four weeks.
6. The forms of reviewing the articles:
• reviewing by the specialist in the submitted article profile;
• external reviewing (the author of the article applies the reviewing written by a reviewer not associated with the place of work (study) of the authors of the article, designed and certified in the prescribed manner; in this case the editorial board reserves the right to perform the additional review).
7. Reviewers are notified that the manuscripts are the private property of the authors and relate to the information not subject to disclosure. The reviewing is confidential.
8. All participants in the process of preparing the manuscript for publication should inform the editorial board of the potential causes for conflict of interests. In their covering letter the authors may specify the names of those professionals who, in their opinion, shouldn’t review their manuscript in connection with the possible, as a rule, professional conflict of interests. This information is confidential and is taken into account while organizing the review. The reviewers are obliged to inform the editorial board about the possibility of a conflict of interests when reviewing and the reasons that may affect their opinion about the manuscript. They have the right to refuse the reviewing the specific articles, if they consider it to be justified. The editor does not appoint external reviewers if there is a chance of conflict of interests.
9. The review should reveal the relevance of the presented material, the degree of scientific novelty of the research, determine the compliance with the proposed publication of the text with the general profile of the publication and artistic level of presentation (style, narrative literacy, linguistic culture, etc.).
10. The reviewer makes a conclusion about the possibility of publishing an article: "recommended", "recommended taking into account the correction of the comments made by reviewer" or "not recommended".
11. In case of a positive review the article is submitted to a meeting of the chief editorial board for taking decision about the publication.
12. If a reviewer has commented on the work, requiring the participation of the author to address, it is sent to the authors for correction.
13. The revised article is sent for the scientific editing. During it the scientific editor gives the conclusion about the possibility of its publication.
14. When two reviews are negative, the author receives a reasoned rejection of the article, certified by the chief editor or his deputy.
16. If the second review is positive, the question of the article publication is submitted to a meeting of the chief editorial board.
17. The shelf life of reviews in the editorial office is 7 years.
18. The content of each issue is approved at the meeting of the chief editorial board of "Proceedings of DSPU" journal, where taking into account the reviewers’ opinions the question of acceptance for publication of each article is settled.
19. After making a decision by the chief editorial board to admit the article for publication, the author is informed about it.
20. The review is submitted on the proper written demand of the author or the Expert Council of Higher Attestation Commission. The unsigned review is submitted, without specifying the reviewer’s surname, name, patronymic, position and place of work.
Indexation
Articles in “Dagestan State Pedagogical University. Journal. Psychological and Pedagogical Sciences” are indexed by several systems:
- Russian Scientific Citation Index (RSCI) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
- Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

Publishing Ethics
1. Introduction
1.1. Publication in peer-reviewed journals is not only a simple way of scientific communication, but also makes a significant contribution to the development of corresponding area of scientific knowledge. Thus, it is important to set the standards for the future ethical behavior of all parties involved in the publication, namely: Authors, Editors, Reviewers, Publishers and “Dagestan State Pedagogical University. Journal. Psychological and Pedagogical Sciences”.
1.2. The editors not only support scientific communications and invest this process, but they also responsible for compliance with all current recommendations in the paper.
1.3. The Editorial Board is committed to the strict supervision of scientific content. Our journal programs are an impartial "report" of the development of scientific thought and research, so we also recognize our responsibility for the proper presentation of these "reports," especially from the view-point of ethical aspects of the publications outlined in this document.
2. Editors’ Duties
2.1. The decision to publish
The editor of “Dagestan State Pedagogical University. Journal. Psychological and Pedagogical Sciences” scientific journal is personally and independently responsible for deciding on publication. The accuracy of the proposed work and its scientific significance should always be the basis for the decision on publication. The editor may be guided by the policies of the Editorial Board of “Dagestan State Pedagogical University. Journal. Psychological and Pedagogical Sciences”, and constrained by such legal requirements regarding libel, copyright infringement and plagiarism.
The editor may confer with other Editors or Reviewers (or officials of the Scientific society) at the time of making a decision on publication.
2.2. Decency
An editor should evaluate manuscripts for their intellectual content regardless of race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the Authors.
2.3. Privacy policy
The editor and the Editorial Board of “Dagestan State Pedagogical University. Journal. Psychological and Pedagogical Sciences” are obliged not to disclose information about a submitted manuscript to all persons, except the author, reviewers, potential reviewers, other scientific consultants.
2.4. Revelation policy and conflicts of interest
2.4.1 Unpublished materials disclosed in a submitted manuscript must not be used in personal research without written consent of the Author. Information or ideas obtained through the peer review and related to possible benefits must be kept confidential and not used for personal gain.
2.4.2 Editors should recuse themselves from reviewing manuscripts (namely, the request of the Deputy editor, or collaborate with other members of the Editorial Board of the review of the work is personally reviewing and making decisions) in case of any conflicts of interest resulting from competitive, collaborative and other interactions and relationships with Authors.
2.5. Oversight of publications
Editor, providing convincing evidence that the statements or conclusions presented in the publication are wrong, should report it to expedite the notification on amendments, withdrawal of publication, expressions of concern and other related applications.
2.6. Involvement and cooperation in research
Editor take appropriate responsive measures in case of ethical complaints concerning a submitted manuscript or published paper. Such measures generally include interaction with the Authors of the manuscript and argumentation of a relevant claim, or demand, but may also involve interaction with relevant organizations and research centers.
3. Reviewers’ Duties
3.1. Influence on Editorial decisions
Reviewing helps the Editor to make a decision on publication and through appropriate communications with the author may also assist the Author to improve the quality of paper. Peer-review is an essential component of formal scholarly communication, and lies at the basis of the scientific approach. The editorial Board shares the view that all scholars who wish to contribute to the publication are required to be actively involved in reviewing the manuscript.
3.2. Diligence
Any selected Reviewer who feels unqualified to review the manuscript or not having enough time for a quick carry out the work, should notify the Editor of “Dagestan State Pedagogical University. Journal. Psychological and Pedagogical Sciences” and ask to exclude him from the process of reviewing the relevant manuscripts.
3.3. Privacy policy
Any manuscripts received for review must be treated as a confidential document. They must not be shown to or discussed with any persons not having any permission from the Editor.
3.4. Requirements and objectivity
The reviewer is obliged to give an objective evaluation. Personal criticism of the Author is unacceptable. Reviewers should express their opinion clearly and reasonably.
3.5. Acknowledgement of sources
Reviewers should identify published work relevant to the topic and not included in the bibliography of the manuscript. For each statement (observation, derivation, or argument), previously published, the manuscript must be accompanied by the relevant citation. The reviewer should also draw the Editor's attention to any substantial similarity or overlap between the manuscript under consideration and any other published paper in the sphere of the Reviewer’s scientific competence.
3.6. Disclosure and conflicts of interest
3.6.1 Unpublished materials disclosed in a submitted manuscript must not be used in personal research without written consent of the Author. Information or ideas obtained through the peer review and related to possible benefits must be kept confidential and not used for personal gain.
3.6.2. Reviewers should not participate in consideration of manuscripts in case of conflict of interest resulting from competitive, collaborative and other interactions and relationships with any of the Authors, companies or other organizations associated with the work.
4. Authors’ Duties
4.1. Requirements to the manuscripts
4.1.1 Authors of reports of original research should present an accurate account of the work performed as an objective discussion of its significance. The data underlying the work should be error-free. A paper should contain sufficient detail and references for possible reproduction. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.
4.1.2. Review and professional publication articles should also be accurate and objective, and Editorial 'opinion' works should be clearly identified.
4.2. Data access and storage
Authors may be requested for the raw data relevant to the manuscript for Editors to review. Authors should be prepared to provide public access to such information (in accordance with the ALPSP-STM Statement on Data and Databases), if practicable, and in any event be prepared to retain such data for an adequate period of time after publication.
4.3. Originality and plagiarism
4.3.1 The Authors must ensure that they have written entirely original article, and in the case of using the other Authors’ papers or statements, they should provide appropriate references or extracts.
4.3.2 Plagiarism can exist in many forms, from the view of someone else's paper as an author prior to copying or paraphrasing substantial parts of other works (without attribution) and the application private rights to the results of other studies. Plagiarism in all forms constitutes unethical publishing behavior and is unacceptable.
4.4. Multiple, redundant or concurrent publication
4.4.1 In general, the Author should not publish the manuscript, for the most part on the same research in more than one journal of primary publication. The submission of the same manuscript simultaneously in more than one journal is perceived as unethical behavior and is unacceptable.
4.4.2. In general, the Author should not submit for consideration in another journal a previously published paper.
4.4.3. Publication of some kinds of articles (e.g. clinical guidelines, translations of articles) in more than one journal is sometimes justifiable, provided certain conditions are met. The authors and Editors of the journals concerned must agree to the secondary publication, necessarily represents the same data and interpretation as the primary document.
Bibliography of primary works should be presented in the second publication. More information on acceptable forms of secondary (re) publications can be found on www.icmje.org.
4.5. Acknowledgement of original sources
Always recognize the contributions of others. The Authors should cite publications that have meaning to complete this paper. Information obtained privately, as in conversation, correspondence, or discussion with third parties, should not be used or presented without explicit written permission of the source. Information obtained from confidential sources, such as evaluation of manuscripts or grants, should not be used without explicit written permission of the Authors relating to confidential sources.
4.6. Publication authorship
4.6.1. The authorship should be limited to those who have made a significant contribution to the conception, design, execution or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. In cases when study participants have made a significant contribution in a certain direction in a research project, they should be listed as persons who have made a significant contribution to this study.
4.6.2. The author should ensure that all participants contributed to the study presented as co-authors and are not listed as co-authors those who were not involved in the study that all co-authors have seen and approved the final version of the work and agreed to its submission for publication.
4.8. Revelation policy and conflicts of interest
4.8.1 All Authors should disclose in their manuscript any financial or other substantive conflict of interest that could be perceived as influencing the results or conclusions presented in the work.
4.8.2 Examples of potential conflicts of interest which necessarily should be disclosed include employment, consultancy, stock ownership, receipt of fees, provision of expert advice, patent application or patent registration, grants and other financial security. Potential conflicts of interest should be disclosed as early as possible.
4.9. Major errors in published articles
In case an author discovers a major error or inaccuracy in the publication, the Author must inform the Editor of “Dagestan State Pedagogical University. Journal. Psychological and Pedagogical Sciences” and interact with the Editor for the early withdrawal of the publication or correction of errors. If the Editor or the Editorial office received information from a third party that a published work contains a major error, the Author is obliged to remove the work or to correct errors in the shortest possible time.
5. Editorial Board Duties
5.1 The Editorial Board should adopt policies and procedures that support the fulfillment of ethical responsibilities of Editors, Reviewers and Authors of “Dagestan State Pedagogical University. Journal. Psychological and Pedagogical Sciences” in accordance with these requirements. The editors must be sure that the potential profit from advertising or reprint has no impact on editorial decisions.
5.2. The Editorial Board should support the Editors of “Dagestan State Pedagogical University. Journal. Psychological and Pedagogical Sciences” in the consideration of claims to the ethical aspects of published materials and help to interact with other journals and/or Publishers, if it contributes to the fulfillment of responsibilities by the Editors.
5.3. The Editorial Board should promote the practice of conducting research and implement industry standards to improve the ethical guidelines, withdrawal procedures, and correcting errors.
5.4 The Editorial Board shall provide appropriate specialized legal support (opinion or advice) if necessary.

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Dagestan State Pedagogical University. Journal. Psychological and Pedagogical Sciences” use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in “Dagestan State Pedagogical University. Journal. Psychological and Pedagogical Sciences”), authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Dagestan State Pedagogical University. Journal. Psychological and Pedagogical Sciences” we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
